Equity Metrics for Low-Carbon Energy Transitions
Energy transition policies, if not carefully implemented, can create or exacerbate inequities, particularly affecting Black, Indigenous, and People of Color (BIPOC), low-income, and other frontline communities. While there is broad recognition that equity and justice are critical to the transition, a lack of metrics for evaluating outcomes hampers effective policymaking. To address this, we’ve constructed an analytical framework to evaluate justice and equity impacts of energy transitions.
Energy Equity Evaluation Framework
This framework provides policymakers and other stakeholders an opportunity to quantitatively evaluate the equity and justice impacts of programs, policies, and other initiatives related to the clean energy transition. In the framework, equity outcomes are categorized into three dimensions: health, access, and livelihood. Each dimension is further categorized into specific indicators and each indicator can be measured using various metrics. Metrics provided on this website were compiled from an extensive literature review, but are not all-inclusive.
