Tracking CalSHAPE: HVAC funding in California’s public schools

The California Schools Healthy Air, Plumbing, and Efficiency Program (CalSHAPE) funds school HVAC work in two phases. Phase 1 — Assessment & Maintenance grants reached 4,688 school sites at 626 LEAs. Phase 2 — Upgrade & Repair grants reached just 172 sites at 39 LEAs. The unspent $194 million is set to revert to investor-owned utilities on December 1, 2026 unless the legislature extends the program.
